No-one is saying why the Charlotte Square scheme traffic proposals were pulled from the last TI&E (Transport, Infrastructure & Environment Committee) Council meeting.
Could it be just the everyday type of legal or managerial foul-up for which the Council, or to be more specific the Tram project, has become world renowned in recent years?
Or could it be because The Aarhus Convention Compliance Committee of the United Nations in Geneva have mentioned something that CEC were offerering to residents as a possible way of offsetting pollution in residential streets, which they had already 'given away' to developers.

Maybe this is why the agenda for the last TI&E meeting saw 'Charlotte Square TRO' pulled at the last minute?
